Road Openings Management System

Welcome to Cork County Council’s Road Opening Management System. In order to carry out an excavation in a public road, a person or body must have the consent of the Local Authority or must be acting under specific legislation such as that applied to Statutory and Licensed Undertakers. Section 13(6) of the 1993 Roads Act enables the Local Authority to issue conditional road-opening licences to an applicant to facilitate such excavations.

The Road Openings Management System enables registered applicants to apply for road opening licences online by completing the necessary details on the relevant application form and outlining the proposed road opening in the accompanying electronic map. The system also provides registered applicants access to up-to-date information on the status of their specific road opening licences and account details.

Road Openings may only be carried out by:

Contractors who can provide the necessary insurance cover,
Statutory and Licensed undertakers operating in the telecommunications, gas, and electricity sector and,
Local Authority Direct Labour and Capital Contracts,
Private individuals who may wish to excavate must apply for a road opening licence through their contractor.

Using The Map:

The mapping element of this system is delivered using Autodesk MapGuide 6.5, a Web GIS (Geographical Information System) technology. The interface will allow you to interact with the map, using pan and zoom tools to view a wide range of mapping for your area of interest. For this functionality to be available, you will need to download and install the Free Viewer that is supplied by Autodesk. This process will only need to be done once.

Internet Explorer 5.5 or greater is required for the map component.
Windows 2000/XP is recommended for the AutoDesk MapGuide Viewer plug-in.
Broadband connection speed is recommended for optimum viewing of this application.
